Procurement cycles that move slower than the threat evolves.
Inexpensive drones have proved capable of destroying equipment worth thousands of times their cost. That asymmetry has forced a rapid rethink of air defence at the low end, where legacy systems are far too expensive to use against a target that costs a few hundred dollars.

Competitive dynamics favour firms already qualified with defence customers, though urgency has opened doors for newer entrants faster than usual in this sector.
